Deal Inked to Build DC Soccer Stadium Union

Different game, same rules. DC Mayor Vincent Gray, DC United Co-Owner Jason
Levien and Washington Building and Construction Trades Council (WBCTC) Executive
Secretary Treasurer Vance Ayres on Tuesday signed a Project Labor Agreement
(PLA) for the new soccer stadium to be built in southwest DC. “Since a similar
set-up worked at Nationals Stadium, why not try it again?" said City
Administrator Allen Lew, who said that he had gotten a call from the WBCTC's
Steve Courtien suggesting a PLA shortly after the Mayor announced plans to build
the stadium in DC. The PLA "resulted in a great stadium built on time and on
budget with lots of DC resident hiring and we look to do this again with the new
soccer stadium,” said Lew. “This will be a win-win for everyone,”
added Gray, saying that his administration is committed to the project's success
and thanking the DC United owner and staff as well as the leadership of the
unionized trades. Metro Washington Council President Jos Williams commended the
building trades unions "for your aggressive pursuit of this agreement," and the
Employment Justice Center, an advocacy organization for low-wage workers in the
DC metro area, called the PLA " powerful protection" against "unscrupulous
employers who fail to pay (workers) promised wages, over-time – and sometimes
fail to pay them at all." DC Jobs with Justice Executive Director
Nikki Lewis said that the PLA “will ensure that our DC workers and
residents are first priority for these coveted wages, benefits, and on-the-job
protection.” The signing was held at the Home Plate entrance to the
union-built Nationals Stadium, with the Mayor flanked by members of his
administration, owners and management of DC United, and labor leaders from the
various trades and the Washington Building and Construction Trades Council and
AFL-CIO Building Trades Department.
