Delegate Meeting Postponed for Emancipation Day Celebration(Metropolitan Washington Council, AFL-CIO)The monthly Metro Washington Council Delegate Meeting has been moved to April 23, postponing it by one week to allow everyone to participate fully in the DC Emancipation Day -- an historic occasion in the nation’s capital. DC Emancipation Day commemerates the day in 1862 when President Lincoln signed the Compensated Emancipation Act, releasing the 3,100 enslaved persons in the District and making them the "first freed" by the federal government. 2012 is the 150th anniversary of this historic moment and the festivities will start on April 11 and culminate in a march on April 16 on Pennsylvania Avenue.
